Implement manual month management: Start a new "period" manually

For some people it is desirable to start a new period manually. We should implement an option to facilitate this:

• Add option to allow manually starting a new period
• When enabled the behavior changes:
  • Periods are not started automatically
  • Button to manually start new period
  • Period URL should include dates
  • Period title should include date
