!!! Merge into the Neos 9.0 core

During the Neos Sprint 04/2023 the Neos team decided that this module will replace the workspace module in the Neos core.
Therefore I will work with other team members to adapt and merge the functionality.
- Mark the package as deprecated after the 9.0 release
- Implement ACL feature in the core
- Move new UI to the core
- Adjust features to new CR
- Adjust code to PHP 8.2
