Bulky trait still works after disabling

Description (Required)

The Bulky (3x3 mining) trait still works after disabling it.

Steps to reproduce the Issue (Required)

  1. Make a tool with bulky trait.
  2. Disable bulky in traits.yml, restart server.
  3. Use bulky to mine, it still breaks 3x3 area.

Expected behavior (Required)

It wont break 3x3 area after disabling the trait.

This is going to be an annoying fix - ill work on it :)
