Report test server status in Discord

@EmileFrost and I thought it would be a neat idea to regularly report up/down status for the pair of test servers in a Discord channel. We could use the Police Drone bot for this purpose and poll at 30-second or 1-minute intervals. The output could go to the #welcome channel. An on-demand status check command could also be written.
