Private indexer request: E-TANKER

Hi
Sorry if this is not the correct place but I did not find any information about the process of getting tracker added to Prowlarr.
Can someone please explain steps needed to take in order to start the process of adding tracker?
Private tracker in question is etanker.net (mainly for Estonian content).
