New Instance created on /bank admin reload

Whenever the '/bank admin reload' command is called. It creates a new instance of handlers resulting in deposit and withdrawal being called how ever many times you have reloaded, or at least that's my guess from what I can tell from my server.
I can fix this I believe I've already located where in the code this is happening.
