Double Convert of Special Characters to HTML Characters

There is an Issue with the convert. If you switch - for example to German as Language and look at the Enhancer Skill Tree (Verstärker in German) - you see the HTML Code of "ä". This happens because once "ä" is converted to & #214; and then the & is converted again to & amp;. So the Result in the Raw HTML Code is something like Ö

I hope you understand what i mean :/
Edit: i had to put a space between the html code - otherwise the issue tracker would display that character :/
