iCloud private relay (beta) causes Sharedrop via same link to not work

There is a two-level block on my iOS vs PC setup.
SETUP:
PC is connected to an institution's LAN network.
iOS is connected to institution's WiFi network, separate.
DESCRIPTION:
In order to use sharedrop via the link you get from the plus sign on the page,
I had to 1) disconnect my iOS from Wifi (use cellular data),
AND 2) disable iCloud private relay in the Settings, iCloud, iCloud Private Relay, Off. <--- is this a common reported problem?

Does it work when you use the feature to share files between different networks?
