Unfortunately your site provisioning at least partially failed

Issue
When provisioning any of the templates, the provisioning always fails with "Unfortunately your site provisioning at least partially failed". The validation steps seem to succeed, but then it fails.
Expected behavior
Last example that failed was "Crisis Management" template but it fails with some others too. I checked the recycle bin and there is nothing to delete for existing sites. Nothing gets provisioned.
