Annotation Container/Selected Value Bar Overlap

Bug summary

When annotations are present on a chart, hovering over that value means the solid vertical bar is now on top of the annotations container:

This happens in Storybook

This happens on all charts other than the Horizontal Bar Chart.

Expected behavior

I would expect the container for the annotation to be on top of all other controls/UI elements.

Actual behavior

The annotations container appears behind the vertical bar when hovering over a value.

Steps to reproduce the problem

  1. Hover over a value that has an annotation that has an "expanded" text content container
  2. Hover over the annotation and see the vertical bar is on top of the annotation container
