Add React 18 to peerDependencies

Feature request summary
We'd like to be able to use Polaris Viz with a React 18 project, but the peerDependencies fail since they only allow up to 17.
Rationale
This would allow more recent projects to adopt Polaris Viz without having to override peer dependencies or use legacy peer deps.
