Orders failed in "Error sending to Supplier" won't submit ever

Reason: The API doesn't allow resubmission. Need to remove the check where it doesn't allow resubmission.
#436 is an example of such an issue, which can be right now resolved by simply removing previously failed vendConsignment details from DB.
