Convert code page of language files to ANSI or Unicode

Currently the *.lng files have the code page "UTF-8" which results in wrong character presentation of the application like this:

If the code page of the file itself is changed to ANSI or Unicode, the characters will be displayed correctly:

[alexxvandenberg]
