[skipruntime-ts] Fix naming of `SkipRuntime` methods.

Cf. SkipRuntime definition. Those methods should be renamed to more explicit names.
They currently mimic HTTP verbs because they implement (most of) the functionality being used to back the REST interface to a they have no real reason to.
