TemplateStyles fails with mirrored css pages

When a local page is attempting to use a mirrored css page for TemplateStyles, we get something like the following error: Page Template:SettingSummary/styles.css must have content model "Sanitized CSS" for TemplateStyles (current model is "mirror").
TemplateStyles should somehow compare against the underlying content model rather than mirror, somehow.
