[Vote] Sheng Wu represents the OpenSkwaylking organization to sign the SGA

Hi, everyone. We have decided to donate Skywalking and Skywalking-ui to Apache Foundation. For that, ASF need us to sign the legal paper. So I suggest that I, Sheng Wu, as the admin and founder of the project, represents the OpenSkywalking to sign the SGA (Software Grant Agreement), License Agreement is here: https://www.apache.org/licenses/software-grant.txt

Just to make extra clear and for the record, this is dependant on the proposal first being accepted into Apache Incubator and becoming a podling.
