Randomization is not deterministic when using the same seed with at least some configurations

This settings JSON file seemingly produces a different randomized ROM even with the same seed and Randomizer version:
test.json

So far I have not been able to reproduce this.

I was able to reproduce: This happens when not closing the app in between runs.
