Currently this plugin uses a kludge to avoid an IRC message that is too long, but this should be replaced with a real computation that allows it to show as much excerpted toot text as possible.
We probably don't need to repeat the URL to the toot since the plugin is triggered in response to one, users can follow that. This gives us more elbow room for excerpts.
