Datadriver not picking up timeout value from suite

Setting Test Timeout in the Test Suite file, or an __init__.robot file seems to be ignored. Within a v3 listener, in the start_test method, data.timeout is empty
We are using robotframework-datadriver[XLS] 1.6.1 and robotframework 5.0.1
