HA is not correctly configured by assertMaster.perl

The included assertMaster.perl file does not correctly configure HA. After startup the operational status for config-sync is down, showing the following status Down (local table has a problem: (1,Vpn,'default') [Out-Of-Sync]). This is because the assert-leader command is not run for the message-vpn, only for the router. The assertMaster file should include assert-leader message-vpn for every message-vpn configured.
