JRE Provisioning: Support not specifying sonar.host.url

When you do not specify sonar.host.url, the begin step defaults to SonarCloud, but the end step is using the old version of the CLI, so it defaults to localhost.

We need to propagate sonar.host.url to the end step so that it does not use the default.
