[FEATURE] Send an introduction tour questions when added to a server

Describe the solution you'd like
It would be nice to have like a tutorial when joining a new server.
It can be also a new command to trigger it by hand.
Basically, I would like Sonia to present the features and ask questions (like a tunnel) to say "ok, I have a great feature which is welcoming the newcomers, would you like me to enabled it?".
The tunnel should use a feature that I didn't yet encounter: a flow of question
