Settlement Only Ruins not Rubble - bug or feature?

But any other Buildings counts both Ruins and Rubble, especially University get Science from both:
- Make Rubble also as source of Science for Settlement as University?
- Fix in description - also can be constructed by great merchant
- Maybe it's better to join Rubble and Ruins? Is it worth to have 2 similar? Or maybe make Rubble also useless for University?

Rubble tiles and Ruins tiles can contain different resources each, not to mention the map looks quite cooler with different types of building ruins in my opinion.
I agree that Settlements should also benefit from Rubble though. Or we can make it generate Culture instead of Science for more strategic options?

Rubble and Ruins both need to exist because they're actually Forest and
Jungle tiles, transformed via a translation hack. Forest and Jungle are
hard-coded into Unciv in more ways than one, so DeCiv hacks them into
something more fitting for the setting.

Just a personal preference, but I think it would be nice if Settlements get "[+1 Culture] for each adjacent [City center]"
. It's like City centers themselves are expanding to nearby tiles.
