version management of rust-toolchain

Consider to put rust-toolchain file into repo. See Rustup for managing Rust versions.

Hey thanks for the suggestion. Long time no see in GitHub.
That file is an "override". I run CI for stable/beta/nightly. So I'm not sure why I would want this file at this time. What problem would it solve for the project?
