When you unban a player, %staff% is the name of the person who banned them and didn't unban them.

Not a bug, the data provided by the punishment plugin (eg. AdvancedBan) is the data of the original punishment, that means it provides the name of the staff who created that punishment and does not provide a way to know who revoked it.
