GCS emulator is removed from the upstream repo

The GCS emulator was recently removed from the upstream CPP GCS repository as part of googleapis/google-cloud-cpp#7254.
Same emulator functionality is now available in the new repository https://github.com/googleapis/storage-testbench as testbench module.
We should consider either changing the container build to the new repo or maybe fork the implementation into our own repo and do not depend on the upstream.

It would be great if the README.md could be updated with the correct link. The current one sends us to a 404.
