Eventually include st2chatops Dockerfile with nodejs and hubot.

Requires making st2chatops Docker-friendly to read ENV vars outside of st2chatops.env, see blocker StackStorm/st2chatops#50.
Second is that st2chatops package can't be installed without st2 package, needs a quick fix: StackStorm/st2chatops#31.
