As an admin, I should be able to email users to log an exposure

Overview

The exposure team recently created an HTTP endpoint to email users on an incident to encourage logging an exposure. We want to allow a StatEngine user to invoke this endpoint.

Acceptance Criteria

A button should be added to the Incident Analysis Page (maybe near print?).

Upon clicking the button, a modal should pop up allow the user to modify the content (i.e. personnel on the call, units on the call, or the custom message)
