Move up model includes un-enabled unit types

Overview

The move up model should only include unit types that are enabled.

Steps to Reproduce

1. Navigate to move up model report as richmond user.
2. Select only "Rescue" unit types
3. Disable all units except R1.
4. Run the model.

Screenshots

The only unit that should be showing ☝️ should be R1 at Station 23

On the optimized map, only Station 5 should have a polygon illustrating the R1 transfer.
