self-Improvement not giving repair bonus

I am level 4 self improvement which means I should be getting a 4% durability reduction. I use a stone pickaxe until it breaks and repair it twice with coarse stones which goes to max durability of 190.
Doing the math it should be 20%+6%-4%
400, 312, 252.7, 204.7
Where the math for without the 4% is 20%+6%
400, 296, 240, 194
Which is close to what it should be but the actual number is less...
Going to be 100% honest, this repair system sucks. I rather put the large 20% mod on the repair utility itself so using a different repair medium makes sense....because the 3% different is so tiny. Remove the self-improvement bonus from the skill, make it so coarse stones reduce max to 25%, whetstones do 18~20% so it makes it worth it to buy them because no one wants to buy them for stone tools 3%. Maybe add a small bonus for using grindstone.
I would also change it so instead of needing 4 of the stones to repair to just 1 and they have durability so it is like coarse stones have 1 use, whetstones have 2~4 while multiplying the crafting cost.
It seems there is an incorrect assumption in the math, the durability reduction applies to the percentage of the spent durability, not the whole. That works as intended. Taking that into account, do you still see a calculation issue?
