USER ISSUE: grabage thats dumped on ground telports

Steps to Reproduce:
build a two story adobe

1. dig it into ground block fondation
   2.put floor in
   3.add 2 block high walls
   4.add celing tiles
   5.add secound story walls two blocks high
   6 add ceiling tiles
2. drop tools in garabe on bar on frist floor or secound floor

Expected behavior:
garbage should hang out where you dump it should go where ever pointer is pointing to.

Actual behavior:
the garbage spawns on top of the buildings.
