Improve monitoring on proxy server:

• consider tracking avg latency (we can technically get that? but maybe not)
• other important things as a health check (talk to Tyler's SOAP stuff, do something inconsequential and minimal)
• alert on bad health checks, and any sort of user error

This might need to be split into a few different issues.
