When a user used the Motion to Stay Eviction, an envelope was generated with no parties

Information from Paul:
- Litigant had trouble confirming her email address with Tyler. She doesn't think she ended up submitting a filing.
- This morning, a filing (with her data) was submitted and in the approval queue, but it didn't have any party informaiton.
It seems it shouldn't be possible to submit a filing on to Tyler when there aren't parties attached, so this should never make it to the queue for Appeals Court to review and reject.

Realized you unassigned me, idk if you want me to look into it or not, but there is a filing around that time that has Case Participants in it. Let me know if you want me to keep digging, maybe it's just not linked the way it supposed to be, but there is info there.
