Future Feature: Driver's License for Tyler

From what I can tell, Driver's licenses are not necessary for MVP / certification. The code table is in the "Criminal codes" section, but it's listed as an input in the standard ReviewFiling API call, not the Criminal specific call. However, it's also not in the example ReviewFiling data, it's only in the example Criminal ReviewFiling data. Additionally, there are the PartyDL data field configs, that seem to be enabled at a per court basis, not per case.

Making a mildly strong assumption that DLs aren't needed for now, so making thing tracking issue for later.
