ANSWER FROM COURT LEADERSHIP MEETING 7/24: They can be mortgagee, owner, or both. So, we must allow the user to choose all three options simultaneously.

Changed the question so that the options are checkboxes that way the user can pick more than one option if necessary. I also added a note that lets the user know they can pick more than one option if needed.
