Expected Behavior
Hotspot should turn on and be visible
Current Behavior
Hotspot not turning on and is not visible
Possible Solution
Use USB Tethering

Steps to Reproduce
1. Go to Settings -> Network & Internet
2. -> Hotspot & Tethering
3. WiFi-Hotspot will show error
4. Enabling the Wi-Fi hotspot has no effect
