Can't unescape some unicode characters

What steps will reproduce the problem?
1. Create a PHP file with ISO-8859-1 encoding.
2. Create next string: 'Información del diseño'.
3. Do escape Java string. Now you have 'Informaci\u00F3n del dise\u00F1o'.
4. Do Unescape unicode. ó and ñ don't come back :(
