Flux Transformer doesn't scale through to end-game

The flux transformer- as it is- is locked to one specific voltage tier as specific in the config. It would be much more practical for the flux transformer's input voltage to be determined by what tier of hull was placed into the "machine", much like every other MI machine and like the universal transformer.
