Make script to run analysis on specific time window

It would be useful to have an easy way to choose a specific analysis time window. Especially for cases like long GRBs that are longer than 16 s. It would also be nice to be able to choose the time that the bkg window is fit during to avoid things like contamination from the burst.

The time windows would not be chosen by the full rates analysis anymore then, so would need to make a file similar to it's output or a way around it. Also there could be an option to run the split rates analysis or not. If not then the whole FoV is scanned, if so then part of the FoV could be selected or have nothing done if it's below thresholds.
