Make and use a global bad det mask

Create a detector mask file that masks the detectors with low counts (most likely from bad energy calibration) as seen in the figure here. Can be created by picking out anomalously low count detectors across several recent event files.
Should be added to do_data_setup that these detectors should be masked prior to the hotpix algorithm.
