use Xcode open swift-ast-explorer project and run, then Safari browser open http://127.0.0.1:8080 but can't

but use 'SWIFT_VERSION=swift --version swift run' can open

I don't see the difference between the two approaches

I cannot reproduce the issue. Can you tell me more details about that, like your Xcode and OS version, the steps to reproduce the issue, etc. ?
