Renku 2.0: Improve the user experience around GitHub

1. Add better integration with installations on the GitHub side to list which users/organizations have the RenkuLab app installed. Directly link to the relevant settings in GitHub
2. Update the permissions check code (in data-services) to also check if the RenkuLab app is installed in the user/organization.
