Background

1. #341 (and related PRs for other repos) greatly improved secrets and settings for CMS.
2. Timeline required speed, which resulted in the removal of a file with documentation.
   • And some comments whose necessity or placement should be re-evaluated.
3. @tacc-wbomar created this ticket:
   • because documentation can be recovered form Git history
   • to free up issues in the aforementioned PR

Documentation has been re-written entirely, including this topic, since #665.
