Wrong Heading Levels on Guide Pages

Guides pages heading levels are one level too low i.e. <h2>
should be <h1>
, et cetera.
Direction
- Make sure that Guide page still looks good after this change.

These levels are inconsistent with typical page content (which starts with <h1>

Guide Pages will be moved to https://docs.tacc.utexas.edu/ in 2022. They are not worth the effort to polish this well. Closing ticket.
