sunburst still reloads when it shouldnt

Whenever a user clicks in the middle of the sunburst it is to zoom out. However, if the sunburst is already at the root of the visualization, it still chooses to reload the buttons and text. This should not happen.

• Add a check so that if a user clicks the middle of the sunburst and it is already at the root level, then it simply does nothing
