Expected behavior
A clear and concise description of what you expected to happen.

Desktop (please complete the following information):

  • OS: OSX 13.0.1
  • Python Version: Python 3.10.3
  • Version: 2022.10.3.16

Additional context

tested with pip, Poetry and on Sagemaker Jupyter Notebook

I got a similar problem during pip install with the following setup:

  • Windows 11 Pro
  • Python 3.11.4

The error message I get mentions

No module named 'numpy.distutils._msvccompiler' in numpy.distutils; trying from distutils
error: Microsoft Visual C++ 14.0 or greater is required. Get it with "Microsoft C++ Build Tools": https://visualstudio.microsoft.com/visual-cpp-build-tools/

But Visual C++ 2015-2022 is installed.
