Move GraziCommit inspection to workspace.xml

Right now GraziCommit inspection is added right into vcs.xml, but it should be in a workspace.xml as a local preference

At the moment there are no problems with it, project can be opened without installing Grazi plugin.
Let's consider this question again in the next release.
