[Feature Request]: apply custom maxCentrifugeReceiveRate to multiblock centrifuge

Is your feature request related to a problem?

When I raise the value of centrifugeRfPerTick it'll also affect the multiblock centrifuge but maxCentrifugeReceiveRate didn't.
So, if centrifugeRfPerTick got adjusted to a higher value multiblock centrifuge charge rate won't be able to catch up.

Solution(s)

Maybe scale max FE receiving value to multiblock centrifuges as same as how maxCentrifugeRf got applied to them.
