find another way to gate whether or not we poll caniv

  • run binary once, see if we have an auxiliary CAN bus?
  • check config file for flag indicating we have an auxiliary CAN bus?
  • check config file for name of auxiliary CAN bus, check status
    • similar to previous option, may not have ROI
