I received this message despite using Telegram FOSS. I am not sure how play services comes into play here:
Some of the channels you are following may stop being accessible in your version of Telegram because of Google Play’s guidelines.
If you wish to continue reading those channels, you can do so using the direct version of Telegram for Android which has the minimum possible restrictions. Download it here:
